Can HP M5800f handle a smart card authentication? Can you provide a list of MFPs that can support smart card authentication?

That one does not appear on the list. This link https://support.hp.com/us-en/document/c04896573 gives you all of the models that definitely support Smartcard.

Does this printer have an envelope feeder or can it print envelopes

You can print on envelopes using with the HP Color LaserJet Enterprise Flow MFP 5800zf. You will want to use Tray 1 to print on envelopes and only up to 10 at a time.
