Left it unplugged for those days and now it's accepting the ink. I am an Instant ink member and your website is NOT user friendly when you need to order more ink (lost the replacement in the move) and then order one and get an email that it can't be tracked because I didn't get it from the Instant Ink portion of the site. I couldn't FIND a way to order it. Right now I'm not happy, but this is a first time situtation. Hopefully in the future It will go better.

I wanted an ink cartidge 63 for an Envy 4516. This says for Envy 4520. Will this fit the 4516?

It will work with the ENVY 4500 series line which does include the ENVY 4516 as well as the 4520. Some models may not show up on the box or list depending on region, but this is the correct cartridge for that unit.
